估计他们的考量是不讲价的话100个人里有5个人会转走，他还能转95，为了留着这5个人没必要打个8折甚至5-6折。转走的多了他们才会急。三大运营商也会狼狈为奸，比如前段时间听说转网有了名额限制，够人数了就不让转了，原运营商不让转出，新运营商也不让接收。
